CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey. City Council conducted a public hearing on Tuesday, December 13, <br />1988 at tt~~e Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota ,regarding the proposed ordinance for no wake along the Rum River. <br /> <br />Members P~esent: <br /> <br />Mayor Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember A1 Pearson <br />Councilmember David Bawden <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO om)~a <br /> <br />Mayor Reimmnn called the public hearing to order at 7:12 p.m. <br /> <br />Mr. Hartley stated that Ramsey, along with Anoka and Andover, is in the <br />process of~ considering an ordinance to regulate use of watercraft on the <br />Rum River.. Because the cities' boundaries lie in the river centerline, it <br />is important that all three cities collectively adopt the same regulations <br />for use of this water resource. The organization that initiated the <br />ordinance /[Lower Rum River Water Management Organization (LRRWMO)] is <br />responsible for managing water resources. That group proposed an <br />ordinance ~that would regulate certain uses on the Rum River. Anoka and <br />Andover hawe held their respective public hearings regarding the ordinance. <br />In each o~i those cities there was a fair amount of opposition to certain <br />restrictions in the ordinance. Therefore, it appears the ordinance will <br />not be adopted as drafted because it must be adopted by all three cities <br />and there are problems seen by the policy makers of the other two cities. <br />However, Ramsey's comments will be received for the record at this time. <br /> <br />CITIZEN INPUT <br /> <br />Dave Perkins - 15755 Juniper Ridge Drive - Stated that he is opposed to the <br />ordinance.~ Mr. Perkins noted that some residents of River's Bend claim <br />that they were never notified of the public hearing; other residents he has <br />talked witch are also opposed to the ordinance. Mr. Perkins stated that he <br />uses the river with a 15 horsepower motor; a smaller size motor will not <br />move a boat up and down the river; there is not a problem with boats at his <br />end of the river. Mr. Perkins stated that he is opposed to limiting motor <br />size in order to reduce the wake to control shoreline erosion; there is not <br />a problem with the shoreline; nature changes the shoreline every year.
