Mr. Banwar~t recalled that on November 15, 1988, City Council granted final <br />plat approVal to Riverview Estates contingent upon DNR and EQB approval of <br />Ramsey's p~oposed amendment to the Critical Rivers Ordinance. On December <br />7, 1988, t~e City received a response from EQB regarding the trail through <br />the subjecz area; EQB recommends Bulow Addition and Riverview Estates plats <br />be denied ~nd that they be resubmitted with a minimum 30 foot river trail <br />corridor as opposed to the 20 foot corridor originally proposed. City <br />Staff recPmmends rescinding f/88-218 and adopting the newly proposed <br />ordinance to reflect changes in park dedication requirements. <br /> <br />Council st~ated their disappointment in EQB mandates when there are no <br />specific Plans for when Anoka County will develop and assume maintenance <br />for the proposed trail; that in congested areas the City should have the <br />option to develop a minimum width trail. <br /> <br />Mr. Randy iElofson was present and stated that the plan for the entire <br />developmen~ of Riverview Estates was based on indications received from <br />EQB, DNR amd the City Engineer in June. Upon City Attorney Goodrich's <br />inquiry, Mr. Elofson stated that he is willing to wait for final plat <br />approval Of Riverview Estates in the event Ramsey is successful in <br />appealing the additional 10 feet being required by EQB in this subject area <br />for trails~ <br /> <br />Mr. Art Bu~ow was also present regarding final plat approval of Bulow <br />Addition ahd stated he would also be willing to wait another month while <br />City Staffi~appealed a 20' wide trail corridor in congested areas. <br /> <br />Mr. HartleY noted that if Ramsey had standards and guidelines adopted in <br />the form of an ordinance that met the criteria of other agencies, these <br />plats woul~ not be subject approval of these agencies. <br /> <br />Mr. Banwart stated that because Ramsey is in the interim process of getting <br />such an ordinance adopted, those plats have been reviewed by other agencies <br />and they have requested that the plats be resubmitted with an additional <br />13' ratherlthan 10' added to street right-of-way for trail purposes; no <br />changes to the plat means no approval. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Bawden to <br />table any further action to grant amended final plat approval to Riverview <br />Estates and Bulow Addition until the regular City Council meeting of <br />January 10~ 1989 and to direct City Staff to accomplish the following: <br /> <br />Develop arguments to be used to convince EQB, Metro Council, and <br />if necessary, Anoka County, that the integrity of the trail system <br />can be maintained with a 20 foot wide corridor in the plats of <br />Rlvervlew Estates and Bulow Addition. <br /> <br />b. Develop an overall policy related to trails for property south of <br /> l~y. ~10 to the westerly city limits. <br /> <br />Determine specificity of sanctions the City faces if Council does <br />not agree with EQB and Metro Council recommendations for trail <br />width. <br /> City Council/December 13, 1988 <br /> <br />Page 6 of 9 <br /> <br /> <br />
