Further discussion: Councilmember Riley requested to add the following to the discussion on <br /> Page 4 regarding item 6.01: Consider Drainage Concerns at 5220 - 156th Lane NW. <br /> Councilmember Riley questioned if this is the highest priority property or area around the City. <br /> Public Works Superintendent Riemer answered it was not. <br /> Regular Meeting Minutes dated September 16, 2014 <br /> Motion carried. Voting Yes: Chairperson Backous, Councilmembers Riley and Kuzma. Voting <br /> No: None. <br /> 5. COMMITTEE BUSINESS <br /> 5.01: Consider a Recommendation on Resolution #14 -10 -204 Supporting the Highway 10 <br /> Access Planning Study Initiated by the Minnesota Department of Transportation <br /> City Engineer Bruce Westby reviewed the staff report. He showed an 8- minute video of an <br /> overview of the study. The video listed the projects that would be immediate, mid -term, and <br /> long -term priorities, and those that are opportunity driven. He explained now that the plan for <br /> the interchange at Armstrong is close to fruition, staff can start to concentrate on other projects. <br /> Some funding has come in for some of the projects. He stated if this resolution of support is <br /> adopted, it will approve the study and not specific projects. He acknowledged there will be <br /> concerns and issues with each of the projects, and they will be worked through as needed. This <br /> plan will be a large benefit to pedestrian traffic and mobility. He indicated this resolution will be <br /> brought forward to the Council on October 28. In the Resolution, there are several items listed <br /> the Staff feels the City and project partners should address with future phases of the study. <br /> These five items are listed in the Agenda. He said communication and partnership with the City <br /> of Anoka will be critical, as several of these projects boarder Anoka. <br /> City Engineer Westby noted a representative from Bolton and Mink is present for questions and <br /> concerns. <br /> Development Services Manager Gladhill noted the EDA and Planning Commission have <br /> reviewed the case, and each has recommended support for this Resolution. <br /> Chairperson Backous commented the approach is outstanding. He stated the time, effort and <br /> planning that went into this is outstanding and it is going to get us down the road faster. He said <br /> he supports the Resolution. <br /> City Engineer Westby mentioned Staff has discussed this Resolution, and would like to add the <br /> following to the motion: whereby the City of Ramsey would like to reserve the right to study the <br /> pedestrian crossing of Highway 10 with the Mississippi Crossing. <br /> Motion by Councilmember Kuzma, seconded by Councilmember Riley, to recommend that the <br /> City Council adopt Resolution #14 -10 -204 supporting the Highway 10 Access Planning Study <br /> with the needed areas of further analysis identified within said resolution whereby the City of <br /> Public Works Committee / October 21, 2014 <br /> Page 4 of 9 <br />
