Mr. <br />Hoxter stated a figure for the annual State Aid and that the <br />City would not have to contribute anything. <br />Councilmember Cich stated that he did not want the By- <br />Laws written in such a way that the City had to contribute a <br />set amount to the fund each year. Mr. Hoxter added that <br />alot of cities contribute to the fund in addition to the state <br />aid received. <br /> <br />Fire Department discussed the two options available for the <br />Relief Association. Mr. Hoxter explained that it would be <br />difficult for the City Councilmembers to approve By-Laws <br />for an association if they'd have to guarantee money for it. <br />They felt that the City might be more willing to contribute <br />to the Association when the Council has more confidence <br />in the Department. The Department felt that they lost out <br />on contributions when the City was in mutual aid with Elk <br />River and Anoka. It was further discussed that any <br />donations from the City would be on a voluntary basis. <br /> <br />Mr. Hoxter stated that they were asking for a contribution <br />from the City to the Relief Association to show that the <br />Department has the backing and commitment from the <br />City. He expressed concern that the City wants a quality <br />Fire Department but is not willing to back them. <br />Councilmembers stated that they support the department in <br />many ways but the money was not budgeted in advance. <br /> <br />Fire Department requested $17,500 from the City to the <br />Relief Association for the years of 1988, 1989 and 1990. <br />They again stated the reason as support for the Fire <br />Department. <br /> <br />City Council discussed the request of $17,500 and stated <br />the due to budgetary conslxaints, the Council discussed the <br />possibility of a contribution in a future year. <br />Councilmember Beyer stated that the Council is not against <br />contributing to the Association. She asked if the <br />Department would be willing to hold off another year. <br /> <br />The City discussed a contribution to the Fire Relief <br />Association by paying for their audit. <br /> <br />The Committee discussed a donation from the City to the <br />Association. Councilmember Beyer suggested that the <br />Association look into licensed gambling as a way to raise <br />money for the Association. <br /> <br />Assistant Fire Chief Kapler stated that he felt that a <br />commitment regarding the Fire Relief Association would <br />aid in the morale of the Department. <br /> <br />The memo stated that the Department received $26,527 in <br />local government aid for their retirement. <br /> <br /> <br />
