Preliminary Plat Review: Apple Ridge March 28, 1997 Page 3 of 3 Tree Prese...rvation: A Tree Preservation Plan has been submitted that was prepared by Passe Engineering. The plan reflects a high concentration of trees in the center of the plat and extra deep lots were platted in an effort to save trees. However, it is noted that the house pads are set further back on the lots thus causing the removal of more trees than necessary. It is suggested that the Grading Plan and Tree Preservation Plan be modified to move the house pads closer to the street where substantial tree removal wilI be necessary anyway for the construction of streets and utilities. The Tree Preservation Plan should also be modified to reflect that a 2-1/2 inch diameter tree will be added to the front yard of each lot. 11. Utilities: The City has received a Utility Plan prepared by Passe Engineering identified as Sheet C-2. This submittal identifies a plan for providing sanitary sewer, storm sewer, and watermain within the plat. It does not provide pipe sizing or utility depths. The plan does not indicate the route for extending water and sanitary sewer service to the subdivision. It is Staff's recommendation that the water system have a second source to provide service. If both feed sources originate from T.H. #47, it is recommended that an additional watermain loop be created between the cul-de-sac and proposed Osmium Street. Without this loop, as many as 52 services could be affected by an outage west of 157th and Potassium. A lift station is proposed to be located on the southeastern corner of the plat. This lift station should be designed such that areas to the south can be developed without the need for an additional lift station in that area. I2. park Dedication: The Park Commission met on March 13 and the overall consensus was that park dedication for Apple Ridge should be satisfied with a cash payment. This cash payment would be used to purchase property for a district park. The Ramsey Planning Commission wiI1 be meeting at 7:30 p.m. on Tuesday, April 1, 1997 at the Ramsey Municipal Center to conduct a public hearing and consider your request for preliminary plat approval of Apple Ridge. A copy of the case cover sheet is enclosed for your information. I suggest that you, or your representative, be present at the meeting to answer any questions that may arise.
