The amount of developable commercial property at the subject intersection exclusive of that
property proposed to be rezoned to residential is 66 acres. At 35% lot coverage, there is a
potential for 1,006,236 square feet of commercial space. At 19,000 square feet of commercial
space per year, we would not reach build-out for 53 years (see above note).

There is approximately 320 acres of residential land remaining in the MUSA, including the
proposed plats of Apple Ridge and Alpine Estates. The most liberal scenario of three lots per
acre, there is a potential for 960 single family lots. Over the past five years, the City has
averaged 195 building permits per year in the Urban District. At that rate, we have a residential
land inventory in the MUSA District of 4.9 years.

Development of this parcel with sanitary sewer and water will facilitate the extension of sewer
and water to the adjacent remaining commercial parcel and other development parcels. It should
also be noted that given our lack of multi-family parcels, this property may also provide an
opportunity to provide for increased housing densities. However, the request at this time is for
consideration as a single family neighborhood.

The following items are enclosed for your information:

a) Site location map
b) Sketch Plan
c) Proposed Findings of Fact
d) Proposed Ordinance

Recommendation:

City Staff recommends approval of the request for rezoning.

Commission Action:

Motion to recommend that City Council adopt Resolution #97-04-_ adopting Findings of Fact #_
relating to a request from Good Value Homes to rezone certain property from B-1 and B-2
Business to R-I Urban Residential.

-and-

Motion to recommend that City Council approve/deny the request from Good Value Homes to
rezone the proposed plat of Sunflower Ridge to R-1 Urban Residential.

Reviewed by:

City Administrator
City Attorney

PC: 04/01/97
