9. That from 1989 to date in 1997, the City has experienced an average of 19,000 square feet of <br /> commercial space build-out, which includes storage and warehouse space. <br /> <br />10. That the build-out for the commercial intersection of T.H. #47 and 153rd Avenue NW, <br /> including the subject property, would be 64 years based on past averages. <br /> <br />11. That the build-out for the commercial intersection of T.H. #47 and 153rd Avenue NW, <br /> excluding the subject property, would be 53 years based on past averages. <br /> <br />12. That the proposed zoning amendment will/will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />13.
