FLUOR DANIEL <br />TELECOM <br /> <br />City of Ramsey <br />15153 NowtherI BOulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Subject: RF Engineering <br /> <br />Members of the Ramsey Planning Commission: <br /> <br />It has come tolimy attention that your proposed ordinance relating to telecommunication installations <br />contains a requirement that documentation be submitted by a licensed professional engineer for radio <br />frequency (RF) issues (Sect. 9.15.05 (a) (2.3)). <br /> <br />The Board of'Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and <br />Interior Des|gn of the State of Minnesota has designated the following engineering disciplines for <br />professional certification: <br /> <br />Aeronautical/Aerospace Agricultural <br />Chemical Civil <br />Contro~[l Systems Electrical <br />Environmental Fire Protection <br />Geological Industrial <br />Manufacturing Mechanical <br />MetallUrgical Mining/Mineral <br />Nuclear Petroleum <br />Structural <br /> <br />Radio frequency engineers are not licensed by the State of Minnesota (nor any other state to the best <br />of my knowledge). Radio frequency communications is usually offered as an option which can be taken <br />within the electrical engineering discipline of an accredited university, but the licensing process does not <br />address radio ~equency issues involving tower height, locations, interference, radio coverage and other <br />aspects of radio frequency engineering. <br /> <br />Therefore, on::behalf of Aerial Communications, I. believe that your proposed .ordinance requiring <br />professional engineering certification for issues 'rela'ted to r~dio frequency engineering is inappropriate. <br /> <br />Aerial Commupications is committed to having licensed professional structural engineers review and sign <br />documents related to ~ower construction and installation and licensed professional electrical engineers <br />review and sign documents related to the installation of the electrical systems. <br /> <br />Please feel free to call me at 612-858-0003 should you have any questions or comments. <br /> <br />John J.
