Proposed or modified towers and antennas shall meet the following design <br />requirements. <br /> <br /> (a) Towers and antennas shall be designed to blend into the surrounding <br />environment through the use of color and design, except in instances where the color is <br />dictated by federal or state authorities such as the Federal Aviation Administration. <br /> <br /> (b) Commercial wireless telecommunication service towers shall be of a <br />monopole design unless the City Council determines that an alternative design is <br />preferred in cases where stmcturaI or design considerations, neighborhood compatibility, <br />locational availability, or the number of potential co-locations warrants this <br />consideration. <br /> <br /> (c) All towers must be designed so that the tower site and setbacks will <br />contain guyed wires, debris, and the tower in the event of a collapse, except towers of <br />monopole design. <br /> <br />9.15.08 <br /> <br />TOWER SETBACKS <br /> <br />Towers shall conform with each of the following requirements. <br /> <br /> (a) No part of any communication antenna or tower, equipment, guyed wires, <br />or braces shall at any time extend across or over any part of the public right-of-way, <br />public street, highway, sidewalk, or recreation trail. <br /> <br /> (b) Towers shall meet the setbacks of the underlying zoning district with the <br />exception of industrial zoning districts, where towers may encroach into the side or rear <br />setback area, provided that the side or rear property line abuts another non-residential <br />i~zoned property and the tower does not encroach upon any easements. <br /> <br /> (c) Towers shaI1 not be located between a principal structure and a public <br />street, with the following exceptions: <br /> <br /> (1) In industrial zoning districts, towers may be placed within a side <br />yard abutting an internal industrial street. <br /> <br /> (2) On sites adjacent to public streets on all sides, towers may be <br />placed within a side yard abutting a local street. <br /> <br /> (d) A lesser setback distance may be used if a qualified and licensed <br />professional engineer specifies in writing that the collapse of the proposed tower will <br />occur within a lesser distance. <br /> <br /> (e) The setback shall be measured between the base of the tower located <br />nearest the property line and the actual property line. <br /> <br /> (f) A tower's setback may be reduced or its location in relation to a public <br />street varied, at the sole discretion of the City Council, to allow the integration of a tower <br /> <br /> <br />
