Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION #97-04- <br /> <br /> RESOLUTION ADOPTING FINDINGS OF FACT # TO REZONE CERTAIN <br /> PROPERTY FROM B-3 HIGHWAY BUSINESS TO R-1 URBAN RESIDENTIAL <br /> <br /> WHEREAS, the City received an application to rezone certain property in accordance <br /> with Section 9.03.03 of the Ramsey City Code. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1. That Williams Investments, Inc., hereinafter referred to as "Applicant," has properly applied <br /> to rezone certain property from B~3 Highway Business to R-1 Urban Residential. <br /> <br />2. That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of the <br /> City Code on April 1, 1997, and said public hearing was properly advertised, and the minutes <br /> of said public heating are hereby incorporated by reference. <br /> <br />3. That the property proposed to. be rezoned is legally described as follows: <br /> <br /> Lot 3, Block 4, Riverside West, Anoka County, Minnesota. <br /> <br /> 4. The total area of the property to be rezoned is approximately one (1) acre in size. <br /> <br />5. That the subject property is located in the Metropolitan Urban Service Area (MUSA) and is <br /> currently zoned B-3 Highway Business. <br /> <br />6. That the adjacent property to the north is zoned commercial and the surrounding properties to <br /> the east, west and south are zoned residential. <br /> <br />7. That the Applicant is proposing to subsequently develop the property with single family <br /> urban residential lots. <br /> <br />8. That the Comprehensive Plan targets this area for a combination of commercial and urban <br /> residential development. <br /> <br />9. That the proposed zoning amendment will/will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />10. That the proposed zoning amendment will/will not change the essential character of the area. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> , and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> <br />
