Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize hiring Scan Walther to fill the position of Community Development Assistant, effective January 14, 1998, at an annual salary of $24,000. Motion carded. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas Steffen and Zimmerman. Voting No: None. MAYOR AND COUNCIL INPUT: 1) Accessory Buildings Mayor Gamec felt that the City is running into a real problem with accessory buildings. He suggested that staff look at the criteria for accessory and/or pole buildings for different acreage. For example, if a person has two acres and under, an accessory building must be of wood construction and match the exterior of the home. If you have from two to five acres, pole buildings will be allowed following certain regulations. If you have five acres or larger, pole buildings will be allowed. He asked that staff work on this and bring, suggestions back to Council. 2) Agricultural Land and Tax Rates Mayor Garnet stated that the City of Ramsey has had some very large increases of houses in the area that have changed from agriculture to rural residential. These people are getting taxed at a rate as if they could develop their land, but because of Metropolitan Council's four in forty zoning, they cannot. Councilmember Haas Steffen stated there is some legislation that can be looked at and suggested that Anoka County Commissioner Dennis Berg be contacted regarding this issue. 3) Sidewalks Councilmember Haas Steffen noted that from time to time, sidewalks have been discussed. She suggested Council should be talking and/or planning with the citizens about this. ADJOURNMENT Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adjourn the meeting.
