Associate Planner Geisler reviewed the Ramsey Housing Committee material with the <br />EDA and Housing Committee members. <br /> <br />Ms. Wald indicated she would like to plan future meetings with the members of the <br />Housing Committee to keep them informed and receive their input. She explained staff <br />currently was seeking input regarding a project targeting two or three areas within the <br />City that would survey housing needs and seek monies to help homes needing <br />rehabilitation, noting the City has access to various sources of funding. <br /> <br />EDA Member LeTourneau noted neighborhood revitalization programs were available <br />and asked how criteria would be developed to indicate need. He indicated he was <br />thinking of the many homes built in the 1970s. <br /> <br />Housing Committee Member Dvorak indicated the City of Rosevilte had a program in <br />place that made low-interest loans available. She added other cities "around downtown" <br />also used such programs. <br /> <br />Housing Committee Member Osterhus explained the City of Minnetonka had a program <br />that offered no-interest loans, based on household incomes. She noted the "next person <br />on the list" received help as the loans were paid back, adding the requirement was that <br />renovation must involve the exterior of the home. She stated Ramsey would continue to <br />grow and the City needed to make sure the homes built in the 1970s and 1980s were not <br />forgotten. <br /> <br />EDA Member Kurak asked regarding the length of the loans. <br /> <br />Member Osterhus responded she had heard five years. <br /> <br />Member Kurak asked regarding the source of the money. <br /> <br />Member Osterhus replied she did not know. <br /> <br />Ms. Wald noted some State funds were available. <br /> <br />Ms. Geisler added funds were available from Anoka County, as well. <br /> <br />Member Kurak discussed past programs utilized by the City of Minneapolis, which used <br />income and the status of the home as criteria for qualifying for grants and non-interest <br />loans. <br /> <br />Ms. C/aid stated staff was considering two projects. She indicated one involved the <br />expansion of informational outreach, in addition to identifying target neighborhoods. <br /> <br />EDA Member Strommen asked if certain neighborhoods should be targeted or if <br />intbrmation should be sent to owners of homes built before a Certain date. <br /> <br />Economic Development Authority / Housing Committee / January 12, 2004 <br /> Page 2 of 5 <br /> <br /> <br />
