CASE # <br /> <br />ANOKA REGIONAL SANITARY LANDFILL <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Pursuant to the enclosed request, Waste Management of Minnesota, Inc. will be meeting with the <br />Road and Bridge Committee to discuss conditional use permit issues. According to their letter, <br />there are four areas of discussion requested by Waste Management. However, I believe there are <br />additional issues that should be addressed as well. The issues, as I see them, follow: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br />6) <br />?) <br />8) <br />9) <br /> 10) <br /> 11) <br /> 12) <br /> <br />Settlement of the existing dispute on receipt of revenues by the City of Ramsey and the City <br />of Anoka. <br />Future siting of a possible expansion, or lack thereof, south of the existing landf'fll location <br />on land presently owned by the City of Anoka. <br />Upon closure of the landfill, whether a portion of the it could or should be used as a tubing <br />and/or ski facility. <br />Dedication of a portion of the north side of the landfill for park development and whether or <br />not Waste Management is able to participate in development of the parl~. <br />ConditiOnal use permit extension of the vertical expansion. <br />Conditional use permit for the fire recycling operation. <br />Conditional use permit for the compost operation. <br />The 153rd Avenue N.W. easements. <br />Conditional use permit extension for the borrow area. <br />The methane pipeline. <br />The hydro-carbon soil cleaning facility. <br />The taxable estimated market value of the landfill facility. <br /> <br />I don't know whether item #12 will or should enter into the discussion but for informational <br />purposes that Would be relevant to that discussion, I have enclosures detailing tax revenues <br />received from Waste Management in 1989, 1990 and 1991 and projected for 1992. As a <br />comparison, I have shown the same for the Hunter's Hill Subdivision. I have also included a table <br />which shows property taxes revenue received for various home values. <br /> <br />Recommendation: <br /> <br />To discuss the above items to the extent that they are appropriate and possible and to either <br />schedule additional discussions or schedule a Council agenda item. <br /> <br />Committee Action: <br />Based on discussion. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Finance Officer <br />City Attomey <br />City Engineer <br /> <br />R&B: 11/12/9I <br /> <br />2 <br /> <br /> <br />
