Case #2: Appoint Vice-Chairperson Motion by Chairman Peterson and seconded by Boardmember Sharp to nominate A1 Pearson for the position of Vice-Chairperson. Motion carried. Voting Yes: Chairman Peterson, Councilmember Cich, Boardmembers Sharp, Drahos and Kapler. Voting No: None. Abstain: Boardmember Pearson. Case #3: Fire Fighter Disability Claim Mrs. Helling stated she had received the information from Fire Fighter Jay Guimont, but hadn't had a chance to review it. She will schedule a special meeting when all the information has been verified. Case #4: . Adopt Uniform Fire Code (U.F.C.) as a Ramsey City Ordinance Fire Chief Griffin explained that the U.F.C. should be adopted as the City can be held liable if the code is not enforced. He stated that some fire codes are required before a liquor license can be renewed. Chief Griffin stated that there is no U.F.C. accepted by the City at this time and he felt that the Fire Board should initiate the efforts to accept and adopt the U.F.C. He added that the State can do an inspection, but the code is not enforceable unless the City wants to make it enforceable. !He stated that some buildings are being required to install sprinkler systems; however, they won't really have to if the City doesn't enforce the U.F.C. Motion by Couneilmember Cich and seconded by Boardmember Pearson to have the U.F.C. reviewed by thee City Attorney and the Building Official and upon their recommendation, present it to City Council for adoption. Further discussion: Councilmember Cich suggested that the City Attorney and the Building Official should determine who will enfome the code also. Motion carried. Voting Yes: Chairman Peterson, Councilmember Cich, Boardmembers Pearson, Drahos, Kaplcr and Sharp. Voting No: None. Case #5: Position of Fire Inspector or Fire Marshal Chief Griffin explained that the terminology for Fire Marshal and Fire Inspector is basically the same. The most obvious duties are to enforce the U.F.C. for schools, home daycares and commercial businesses. Some businesses have asked for safety classes and this would require an inspector or marshal. The fire prevention activities in the schools would also be handled by the inspector/marShal. An arson investigation would require more schooling and would therefore be done by the State Fire Marshal. Chief Griffin felt that if the position were eliminated, it would be an injustice and also difficult to add these duties to the Building Officials list. Upon inquiry, Chief Griffin replied that he felt this position should be held by a Fire Fighter. He added there is an individual on the Fire Department who has taken two classes and he would like to extend an invitation to this individual to use the title "Acting Fire Inspector". Chief Griff'm will establish a list of duties ai~d qualifies required to fulfill this position and how this person will be appointed and present the information to Mrs. Helling.
