Case #3 <br /> <br /> REVIEW PARK SIGNING POLICY <br />By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />The City of Ramsey currently does not assign addresses to City parks. The City does sign <br />some parks that have improvements already completed. <br /> <br />In the past it has been a problem for temporary employees to find some parks if the <br />parks have: limited or no improvements completed. In the effort to reduce this problem <br />the City may enact a policy requiring the assigning of an individual address to each park <br />and to require signage giving the park name and assigned address. This would prevent <br />any problems in the future concerning the location and development of parks. <br /> <br />The Planning and Zoning Commission, City Staff, and Economic Development <br />Commissions are currently looking at the sign ordinance for the City with revisions. <br />The staff has included the proposed requirements for signage in residential areas which <br />would affect the majority of the City's parks. <br /> <br />Attached is a policy changing the City Code concerning the stage two escrow to include the <br />cost of a sign for the park in the subdivision. This policy would also call for the signage <br />of all parks that have had some development or improvements with a sign showing the <br />address and park name. For existing parks the funds for the signs would come from <br />existing park dedication fees. <br /> <br />Recommendation: <br /> <br />Revise the attached policy changes and make a recommendation to the Planning and Zoning <br />Commission concerning signage in residential areas. Aisc make a recommendation to the <br />City Council concerning signage in parks and the funds to purchase them. Aisc make a <br />recommendation on the construction and size of park signs. <br /> <br />Commission Action: <br /> <br />Based on discussion to recommend to the Planning and Zoning Commission on residential <br />signage. <br /> <br />Based on discussion make recommendation to the City Council concerning park signage. <br /> <br />Direct the Parks and Utilities Coordinator to prepare a financial estimate for compliance <br />with proposed policy. <br /> <br />Review checklist: <br /> <br />City Engineer <br />Project Manager <br />Zoning Administrator <br />Finance Director <br /> <br /> <br />
