REVIEW OF COMPREHENSIVE PARKS PLAN <br />GOALS AND OBJECTIVES <br /> By= Merlan~ Otto <br /> <br />CASE #4 <br /> <br />Background: <br /> <br />Over the last several years, the City has been working towards an <br />update of its comprehensive parks plan. Among the elements that <br />have been added or revised are: <br /> <br />· Formalized annual CIP budget request. <br />· Five .year CIP program (updated annually). <br />· Revise park dedication ordinance. <br />· Parks inventory. <br />· Development of parks maintenance standards. <br />· Development of draft trails plan. <br />· Revised parks plan. <br /> <br />We now are moving towards the formal revision of the Parks and Open <br />Space Comprehensive Plan. In doing so, a review of the goals and <br />objectives of the existing plan is in order. I have also included <br />comments, and when appropriate, suggested revisions which reflect <br />policy decisions which have been implemented in the past several <br />years. <br /> <br />Observations: <br /> <br />In March, 1987, a survey of Ramsey residents was undertaken through <br />the Ramsey Resident. While this was not the most scientific method <br />of ascertaining the needs and desires of residents, it is the most <br />current and significant data base available. <br /> <br />Several suggestions have been made to conduct a more scientific <br />survey to: <br /> <br />2. <br />3. <br />4. <br /> <br />Determine resident's park needs and desires. <br />Determine resident's willingness to fund through bonding. <br />Determine resident's needs regarding recreation programs. <br />Other issues as the City determines. <br /> <br />Nothing has yet been accomplished. The estimated cost of such a <br />survey is between $6,000 to $11,000 dependent on the length of the <br />survey and size of the survey sample (attached is a sample survey <br />for Elk River). <br /> <br /> <br />
