SURVEY OF RESIDENTS
RAMSEY PARKS
By: Merland Otto

CASE #3

Background:

At your February 14, 1991 meeting, we discussed again the need to survey
residents regarding park needs. Included in your agenda package was a survey form
which was used in Elk River last year. Discussion at your meeting centered on how
we might conduct a survey of residents. Among the options discussed were:

2.
3.
4.
5.

Telephone survey (possibly done by consultant or city organization).
Mailer with Ramsey Resident.
Survey distributed and collected by civic organization such as Boy Scouts.
Survey done with RYAA registration.
Combination of above.

As you might recall, the cost of conducting a survey was requested in the 1991
budget request which was not approved. Unless the new council is of a different
opinion regarding funding, it would be appropriate to recommend an alternative to
the Council. I've checked with Sylvia and it appears that a survey could be included
in the Resident for the cost of materials. A separate printing apart from the Resident
is estimated to be in the range of $500-$1,000.

It also appears that we could develop a telephone survey sample based on voter
registration rosters. A sample survey could then be done by taking 30-60
households per .precinct giving a survey sample of 150-300 households. The
telephone survey could be conducted by volunteers, a civic organization or possibly
RYAA. The two drawbacks are that this sample would be based only on registered
voters and the time commitment to conduct the survey. The major advantage is that
we're likely to obtain a larger survey sample.

The consensus at the February meeting was that the Commission would review and
develop a survey draft at the March meeting.

Commission Action:

Develop a survey form and procedure for implementation and/or recommendation to
the City Council.

Review Checklist:

Acting City Administrator
City Engineer
Parks Coordinator
Parks: 3/7/91
