CASE # 4 <br /> <br />REQUEST TO REVIEW SKETCH PLAN; <br />CASE OF WERNER SIBBEL <br /> By: James Gromberg, Project Manager <br /> <br />Background: <br /> <br />Werner Sibbel is requesting sketch plan review to plat property located on the north side of 155th <br />Avenue N.W.~i west of Ramsey Blvd. N.W. The proposed subdivision consists of reconfiguring <br />four existing lots totaling approximately 38 acres. The individual lot sizes resulting from the <br />reconfiguration would be 8.6 acres, 11.5 acres, 7.6 acres and 10.0 acres. <br /> <br />Observations: <br /> <br />The proposed subdivision would comply with the "4 in 40" density requirements because there is <br />and will continue to be four lots in 38 acres. The minimum lot size in this area is 2.5 acres. <br /> <br />Mr. Sibbel is requesting that the subdivision be considered a minor subdivision. A minor <br />subdivision is defined as a plat containing three lots or less that requires no public improvements. <br />Mr. Sibbel is proposing to continue to access his home on the northern 40 acre parcel by an <br />easement across Lot 1 of the proposed subdivision. <br /> <br />At the June 4, 1991 Planning and Zoning Commission meeting, the Commission recommended <br />that the City require the dedication of the east 60 feet of Lot 1 as a road easement. Considering this <br />a minor subdivision, City Code indicates that no park dedication will be required. Since no new <br />lots are being formed, only a realignment of existing lot lines, the City would not require any park <br />dedication at this time. However, the realigned vacant lots should be required to pay park <br />dedication of $350.00 per lot as was required for Echo Ridge Addition.
