CASE #4 <br /> <br />DETERMINE PARK DEDICATION FOR WOOD POND HILLS ADDITION <br /> by: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />As you may recall from the March, 1990 Commission meeting, B.L.H. Development <br />Company's Wood Pond Hills Addition is comprised of 72 acres and is proposed to be <br />developed with 135 single family urban residential lots. The addition is no longer <br />considered a P.U.D. <br /> <br />Some of the Commission's past concerns have been tree health, developable park trails <br />(those without cattails) and providing recreation facilities to meet the substantial demand <br />135 units Will impose. <br /> <br />I have not had a chance to speak to Mr. Knutson to receive specifics with respect to <br />development schedule or possibilities, but will make every effort to do so prior to the <br />meeting. <br /> <br />My initial reaction would be to maintain a 35 foot trail corridor and to also develop the trail <br />at the time of construction. Also, a bike lane on collector street Sunfish Lake Drive N.W. <br />would connect County Road #5 with an existing bike lane, to the interior streets and a <br />Wood Pond Hills Trail. <br /> <br />Another concern the Park and Recreation Commission should address is the manner in <br />which the outlots are labeled. That is, whether the "outlots" are needed for a P.U.D. or in <br />this case not, they should probably be called parks if they are to be for public use. As we <br />can see from recent experience, the word "outlot" can be confusing. <br /> <br />For your information: <br /> <br />The likely trail corridor previously identified in this plat (identified in green on the attached <br />plat map). is already needed for sanitary sewer for this development and future <br />developments to the west. Park dedication can be given for this area. Requiring developed <br />trail exclusive of any cash/land dedication should not unfairly burden the developer. <br /> <br />A formal presentation and recommendation will be made at the meeting. <br /> <br />Enclosed for your review: <br /> <br />1.
