October 28, 1991 Ci~' of Ramsev Commissioners City of Ramsev Employees Other interested pomes It has often been said that unless one has defined goals to provide direction, it is impossible to know when One has achieved any particular accomplishment. The same can be said for an organization, [whether public or p~ivate. Therefore. over the last few months, the Ramsey City Staff has becn.,giving thought to where we would like to go during 1992 and 1993 and what goal's we think a~e achievable during that time period. A cop), of the draft thru has been prepared, to date, is attach~:l for your review. Perusal of the.attached document will result in a review of over 100 stated goals for the upcoming vear. These goals have been organized according to the C/tv Council Committee, or AdvisoD' ~ommission, ~vhich is presumed to be the review board for either achievement of the goal or of tasks leac[ing IJp to the achievement of the goal. In almost 40 cases within this document, more than one committee or commission is noted as the reviewing enriB,. At this point, this document is considered a draft, h is requested that a critical review occur in order to question'the validity or appropriateness of any goal currently found within the document or to suggest fine inclusion of any additional goals. Even though this could be considered overh, extensive by some; there are some areas within our operation which have received onh' a cursory review. For in[stance, there currently are not any comments regarding issues such as fire response. expenses and items such as prosecution costs, general legal costs or other consultanffconrract cost or activities such as snow removal, waterline flushing, sewer t/ne cleaning, well maintenance or street sweeping. There currently are not any definable ~oals in the areas of response time to citizens qu~S~ons or requests ft~r inforrnatic3n, or activities related to adminisn-afive services activities. Several possible identifiable goals in the above areas may possibly be seen as rote, or minor in scope, but inclusion of these tasks herein still remain necessary in order to gage the level of achievemeni of co, ,, ,mniry des/res in these areas.
