CASE #2 <br /> <br />REVIEW PARK AND TRAIL PLAN FOR CEDAR HILLS, CHESTNUT <br />PONDS, WINDEMERE WOODS, CHESTNUT HILLS AND <br />SURROUNDING NEIGHBORHOODS <br />by: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />The intention of this review is to confirm direction with regard to the nature and timetable <br />for development of the park and associated trails within and linking the Cedar Hills, <br />Chesmut Ponds, Windemere Woods and Chestnut Hills subdivisions. <br /> <br />For convenience and simplicity, the parkland that joins these aforementioned developments <br />shall be referred to as "Magnesium Park". The Commission will need to formally name <br />this park. Enlisting involvement for naming via the Ramsey Resident may have merit. <br /> <br />Magnesium Park encompasses approximately eight acres of "high ground" with 13.5 acres <br />total, including bordering wetlands. Vehicle access is from the east by 142nd Avenue <br />N.W. and also has non-motorized access from Sodium Street N.W. to the west and 143rd <br />Avenue N.W. to the north. <br /> <br />In conjunction with Phase I development, the developers will be relocating portions of the <br />wetland and will be rough grading the developable portion of the park. Desired park <br />components and their locations needs to be known so that the rough grading will fulfill the <br />design specified by the City. Construction has begun in and around Magnesium Park. The <br />Park and Recreation Commission, on October 12, 1989, recommended that the shared park <br />contain softball and soccer/football fields and that final grading and tuff establishment also <br />be completed by the developers. <br /> <br />The current and future density in and around Magnesium Park necessitates careful <br />integration',of trails and park facilities to minimize the need for duplication of facilities, and <br />provide safe and pleasant access but not overburden any one element. <br /> <br />City Staff then requests affirmation or direction or the following: <br /> <br />Link Ramsev Elementary School with FlinrwoodfRamsey Ten-,ace Park and <br />subdivisions. <br /> <br />Ultimately link Hunters Hill. Magnesium Park area and Flintwood/Ramsey Terrace <br />with a non-roadway trail and with park improvements planned for each park. <br /> <br />In addition to park dedication requirements~ Cedar Hilis, Chesmut Hills and Windemere <br />Woods eaCh will have contributed a park assessment of $200.00 per lot over minimum <br />park dedication fees. Magnesium Park improvements need to be~n now. Specific site <br />planning is that be~nning. Aga/n. affirmation or direction is needed: <br /> <br />Future developments that impact existing park facilities to futffll re.cation needs as <br />opposed to self-contained facilities should have an appropriate per lot assessment in <br />addition to minimum park dedication. <br /> <br />Planned improvements to Magnesium Park should contain softball, footbalL/soccer. <br />playground equipment, picnic area, blacktop parkfing lot or other. <br /> <br /> <br />
