Committees provide recoiiiiiit:,ivations to the full board <br />of suiai v; Urs. <br />Internal Committees <br />Internal committees are comprised of three supervisors but are not authorized to take <br />action on behalf of the full board. Their function is to consider complex topics in greater <br />detail and provide a recommendation for action to the full board. The ACD has three <br />internal committees. <br />Finance Committee <br />The finance committee reviews the District's finances and prepares annual <br />budgets. The finance committee ensures that the District operates within its <br />financial means and reviews all equipment purchases and personnel changes to <br />ensure that they fall within the District approved budget. <br />Operations Committee <br />The operations committee reviews issues related to the programs and services of <br />the District and provides additional guidance to staff on projects and procedures. <br />The operations committee is also responsible to review and formulate policy <br />recommendations. <br />Personnel Committee <br />The personnel committee is responsible to review and make recommendations to <br />the full board on all personnel management issues of the District including but <br />not limited to employee recruitment, compensation, benefits, evaluations, <br />discipline and dismissal. <br />External Committees <br />There are also several external committees that supervisors take part in. Supervisors <br />that take part in external committees are expected to represent the interests of the <br />District during the meetings and events and report back to the District on the activities of <br />the organization. During the preparation of this comprehensive plan, District Supervisors <br />were involved in the following groups: <br />• Metro Conservation Districts <br />• Metropolitan Association of Conservation Districts <br />• Rice Creek Watershed District Citizens Advisory Committee <br />• Coon Creek Watershed District Citizens Advisory Committee <br />• MASWCD Committees <br />• Anoka County Water Resources Management Taskforce <br />Policies <br />ACD policies are reviewed and approved annually and are incorporated into the ACD <br />Handbook, which covers personnel, supervisor, and operational topics.
