Existing Resource Management Efforts <br />Managing Anoka County's water, soil, plant and animal resources to ensure long-term <br />sustainability requires an array of programs and services. The following summarizes the <br />efforts of ACD over the last decade. Many of these programs are routine and will be <br />continued while other programs come and go with the changing needs and <br />opportunities in the county. Generally, ACD programs fall into the following categories; <br />monitoring, inventory, analysis, planning, land protection, technical assistance, financial <br />assistance, administrative assistance, product sales and equipment rental, education, <br />and general ACD operations. <br />Monitoring <br />In order to focus limited financial and <br />technical resources it is important to <br />continually monitor resource quality, <br />quantity and distribution. ACD's <br />extensive water quality and hydrology <br />monitoring program coupled with <br />inventories and diagnostic studies <br />ensure that we are focusing our efforts <br />where they will do the most good. The <br />figure to the right shows 2013 <br />monitoring sites. <br />ACD conducts routine <br />biological monitoring <br />and chemical <br />monitoring in select <br />areas throughout the <br />watersheds in the <br />county and does <br />special diagnostic <br />studies under <br />contract with water management entities. We have conducted Total Maximum Daily <br />Load (TMDL) studies for two lakes and anticipate working with MPCA to complete more <br />As of 2014 we were actively engaged in work on three Watershed Restoration and <br />Protection Strategies (WRAPS): Rum River, Coon Creek and Sunrise River. <br />Lake Water Quality — ACD monitors water quality of most <br />recreational lakes in the county. Initially we monitored all lakes <br />frequently. Now that a baseline of data exists, monitoring is most <br />frequent (every 1-3 yrs) on those lakes with suspected problems, <br />new stresses, or ongoing management. Other lakes are <br />monitored less frequently (every 3-4 yrs). <br />Stream Quality— A variable number of streams are monitored each year, typically 5-10 <br />sites. Monitoring is done for problem detection and diagnosis of known problems, <br />including TMDL studies.
