Analysis <br />Water Resource Diagnostics/ TMDLs/ WRAPS — ACD staff work with other state and <br />local agencies to investigate water resources problems such as water quality <br />impairments and hydrological problems. Over the years we have completed diagnostic <br />studies on several tributaries to the Rum River as well as Sand Creek and Pleasure <br />Creek. We completed a TMDL for Typo and Martin Lakes and are currently the lead <br />agency working on the Rum River Watershed Restoration and Protection Strategy <br />(WRAPS), which covers the entire Rum River watershed from Mille Lacs lake to the <br />confluence with the Mississippi River in the City of Anoka. We are also assisting with <br />WRAPS in the Sunrise River and Coon Creek watersheds. <br />Stormwater Retrofit Analysis (SRA) —Building from recently <br />completed Non -Degradation Reports, Stormwater Pollution <br />Prevention Plans and <br />TMDLs, ACD partners <br />with local funding <br />sources to complete <br />subwatershed analyses <br />for priority water bodies. <br />These analyses involve <br />constructing a water <br />quality model of a <br />watershed and then Figure 18: Watershed Model Flowpath Example <br />adding water quality <br />improvement BMPs to the model to <br />determine their efficacy at improving <br />water quality in the target water body. <br />Specific practices with pollutant load <br />reduction estimates and installation, <br />operation and maintenance cost <br />estimates are provided, enabling <br />partners to select and budget for the <br />installation of the most cost-effective <br />practices. This approach was initiated <br />through the Landscape Restoration <br />Program developed by ACD and has <br />since been implemented throughout <br />the Twin Cities Metro Area and <br />beyond.
