WCA Administration — ACD applies for and distributes funds through BWSR's Natural <br />Resources Block grant to reimburse LGUs a portion of the cost of implementing the <br />WCA. Approximately $63,000 is available for Anoka County LGUs which amounts to <br />approximately 25% of reported expenses by LGUs in Anoka County. <br />Administrative Assistance <br />WMO Reporting — Water management entities are required to submit annual reports of <br />activities and finances to the Board of Water and Soil Resources. ACD prepares annual <br />reports on behalf of three of the four WMOs for a fee. <br />Management— Through a cooperative agreement with Isanti SWCD, ACD's Water <br />Resource Specialist serves as the Isanti SWCD Manager. This agreement allows ACD <br />staff to broaden their professional experience while giving Isanti SWCD access to <br />ACD's breadth of expertise to develop programs and services that Isanti SWCD hasn't <br />historically offered. <br />Website hosting — The ACD has designed and manages websites for the Upper Rum, <br />Lower Rum, and Sunrise River WMOs. We also created the Metro Conservation <br />Districts website and recently set up the website for Isanti SWCD. <br />Products & Equipment <br />Tree Sales — ACD hosts an annual tree and shrub seedling sale. We typically sell <br />15,000+ seedlings to 250+ landowners. We sell seedlings in bundles of 10 and 25, as <br />our focus is habitat improvement, not individual landscaping trees. The tree sale is an <br />opportunity to provide one-on-one consultations with landowners about habitat <br />improvement. We also provide some native grass and wildflower seed. The addition of <br />online credit card order processing has streamlined the ordering process and reduced <br />administrative overhead. <br />Equipment Rental — ACD has invested in several pieces of equipment that help <br />landowners implement conservation practices. The equipment is available for rent and <br />is used to install ACD coordinated conservation practices. Available equipment <br />includes; <br />• Truax 3' Native Seed Drop Seeder <br />• 25 Gallon Herbicide Tank and Boom Sprayer <br />• 52" Pull Behind Brush Mower <br />• 14" Chain Saw <br />Safety equipment and training is included with the rental. <br />Rain Garden Pretreatment Chamber — ACD staff designed and patented the Rain <br />Guardian TM pretreatment chamber for rain gardens to greatly reduce the time and effort <br />needed for maintenance. We are in the process of expanding sales with distributorships <br />nationwide. <br />Miscellaneous Conservation Materials — Many materials needed for conservation <br />projects are not readily available, or are only available in bulk quantities. This can <br />discourage landowners from moving forward with a project. To facilitate project <br />installation ACD has several items on hand and provides them at cost including <br />herbicide, geotextile fabric, biodegradable stakes, duckbill anchors, galvanized steel <br />cable, and horseshoe clips. <br />page 36 Anoka Conservation District Comprehensive Plan October 2014 <br />
