5.06: Review Sketch Plan for O'Shaughnessy 2" Addition to be located on the Eastern <br />Half of PID #11-32-25-11-0006; Case of Tim O'Shaughnessy <br />Presentation <br />Planning Intern Olson presented the Staff Report stating the City has received an application for <br />a Minor Plat to create a residential lot from an outlot located generally north of 170th Lane NW <br />and on the western side of Germanium Street NW. The purpose of the Sketch Plan is to review <br />the property, its relationship to the Rum River Scenic Land Use District, and its ability to <br />accommodate a residential structure concurrent with the area's zoning designation. The <br />proposed Minor Plat does not involve the construction of public roads or utilities. Staff reviewed <br />the plan in further detail and recommended the applicant proceed with preparing the Final Plat. <br />Commission Business <br />Commissioner VanScoy asked the minimum lot width in this zoning district. <br />Planning Intern Olson stated the minimum lot width was 300 feet along Geranium Street. <br />Commissioner Nosan questioned why this property was being platted with an outlot. <br />City Planner Anderson explained the applicant was seeking to carve out an additional lot for a <br />family member and had no desire to develop the entire property. For this reason, the reason the <br />outlot would remain. <br />Community Development Director Gladhill added that development fees would only be charged <br />for the portion of land that was being developed and would not be charged for the outlot. <br />The consensus of the Commission was to direct the applicant to begin preparing a Final Plat. <br />5.08: Consider a Recommendation on Resolution #14-10-204 Supporting the Highway 10 <br />Access Planning Study Initiated by the Minnesota Department of Transportation <br />Presentation <br />Community Development Director Gladhill presented the Staff Report stating the purpose of this <br />case was to consider a recommendation on a Resolution of Support of the Highway 10 Access <br />Planning Study requested by the Minnesota Department of Transportation (Mn/DOT). In April <br />2013, Mn/DOT initiated the Highway 10 Access Planning Study. The Study Area encompasses a <br />seven (7) mile corridor of U.S. Highway 10 starting at the Rum River in the City of Anoka, <br />through the City of Ramsey, to just west of Ramsey into the City of Elk River. A short video <br />defining Mn/DOT' s vision for the corridor was viewed by the Commission. It was noted the <br />intent of the study was to identify fiscally -responsible, high -benefit, incremental improvements <br />that will ultimately work towards the conversion of U.S. Highway 10 to freeway status. <br />Mn/DOT, its project partner Anoka County, and consulting engineer Bolton & Menk have <br />Planning Commission/October 9, 2014 <br />Page 8 of 14 <br />
