County approached the City of Ramsey to complete the construction at Armstrong Boulevard in <br />one year versus two. While it may cost more to complete in one year, ultimately, the benefit of <br />not having to have delays and rerouting could compensate. Staff is waiting for the County's <br />information on how the numbers will play out, and to see if it is economic. There are good <br />alternative routes now. He said Staff will get input from businesses that depend on that <br />intersection. He noted the value of the properties could increase if the construction is only one <br />year. He stated he will get the information back from the County, and will start working with the <br />business community to get their input. <br />Councilmember Riley commented he thought it was better to have it done in a year. <br />Chairperson Backous agreed, and added it depended on the cost benefit. <br />Councilmember Kuzma raised an issue regarding the compost site in Anoka County. He said the <br />charges assessed are very inconsistent. He asked if they should have a scale to weigh compost, <br />and suggested they only take check or credit card. He expressed concern that residents may be <br />being mistreated. He said he was treated poorly and he sent a letter to the County. <br />Councilmember Riley agreed that this should be brought to the County and suggested bringing it <br />up to the County Commissioner. <br />Development Services Manager Gladhill indicated he will have a discussion with Staff and <br />check call logs. <br />Councilmember Riley requested an update on the construction projects of Riverdale and CSAH <br />5. <br />City Engineer Westby replied the Riverdale Drive project is in stage 3 of construction. The <br />intersection has been paved. However, it will be impacted by the interchange project. Some of <br />the gutters are in. The pavement is being removed up to the cul -de -sac on the east side. The <br />utilities will be worked on over the weekend. The base is in, and the curb is staked, and the <br />entrances to the driveways will be staked soon. The curb and gutter will begin at the end of this <br />week or beginning of next. He said staff crews have been working overnights. He explained on <br />CSAH 5 and Alpine, the County switched the traffic to the west side of the drive. He said <br />Alpine Drive west of CSAH 5 is done. He noted two of the three residents have requested <br />connection to city water and that has been done that at the reduced rate as discussed. The <br />County should be done with that work by the second week in November. <br />He stated the utilities will be added to Center Street later in the week. He said they have until the <br />end of July to get that project done. <br />7. ADJOURNMENT <br />Motion by Councilmember Riley, seconded by.
