PUBLIC WORKS COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Public Works Committee conducted a regular meeting on Tuesday, October 21, 2014 at the <br />Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: Chairperson Randy Backous <br />Councilmember Mark Kuzma <br />Councilmember Chris Riley <br />Also Present: City Administrator Kurtis Ulrich <br />Public Works Superintendent Grant Riemer <br />City Engineer Bruce Westby <br />Development Services Manager Timothy Gladhill <br />1. CALL TO ORDER <br />Chairperson Backous called the regular meeting of the Public Works Committee to order at 6:00 <br />p.m. <br />2. CITIZEN INPUT <br />Cassandra Miske, 17421 Gibbons Street NW, spoke about the flooding on Gibbons Street that <br />was mildly touched on at the last meeting. <br />City Engineer Westby explained Ms. Miske's home is in a low area and there is no outflow from <br />their development. Staff went to review the site and found it is prone to flooding. There are <br />numerous areas adjacent to this development that are low lying as well. There is a potential <br />route to drain the area, though it would take running drainpipe for hundreds of feet. This would <br />cost approximately $300,000 to drain. He noted these types of situations need to be handled in <br />steps and these steps do need to be prioritized. He mentioned a previous case with Mr. Full, a <br />resident, when a discussion was held regarding digging an infiltration basin. A feasibility report <br />is in progress based on Mr. Full's situation, and staff is waiting the results. He said staff is <br />anticipating addressing this property this winter. <br />Chairperson Backous clarified the area of the City where this property lies. <br />Public Works Superintendent Riemer explained it is on Gibbons Street, off 172n Street in the <br />northern part of the City. The homes were built in approximately 1979. <br />Chairperson Backous noted there have been several homeowners coming forth each year with <br />flooding issues.
