ORDINANCE NO. 14-XX <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />AN ORDINANCE AMENDING CHAPTER 26 OF THE RAMSEY CITY CODE - <br />LICENSES, PERMITS AND MISCELLANEOUS BUSINESS REGULATIONS - <br />BY ADDING ARTICLE XVIII, MASSAGE BUSINESSES AND SERVICES <br />The City of Ramsey ordains: <br />SECTION 1. AUTHORITY <br />This ordinance is adopted pursuant to and under the authority of the City Charter <br />of the City of Ramsey and Minnesota Statute. <br />SECTION 2. AMENDMENTS <br />Chapter 26 of the Ramsey City Code is hereby amended with Ordinance Number <br />14-XX by adding Article XVIII, Massage Businesses and Services. Article XVIII shall <br />read as follows: <br />Division 1. Generally <br />Section 26-835. Definitions. <br />The following words, terms and phrases, when used in this article, shall have the <br />meanings ascribed to them in this section, except where the context clearly indicates a <br />different meaning: <br />Massage establishment means any public facility in which a massage is provided <br />for a fee or other consideration. <br />Massage means applying pressure on, or friction against, or the rubbing, stroking, <br />kneading, tapping, pounding, vibrating, rolling, or stimulating the superficial parts of the <br />human body with the hand or other devices or implements, or by the application of air, <br />liquid, or water baths of any kind, for the exclusive purposes of relaxation, physical <br />fitness, or beautification, and for no other purposes. Massage does not include the <br />practice of medicine, surgery, osteopathy, chiropractic, occupational therapy, physical <br />therapy, or podiatry. <br />Massage Therapist means a person who provides massage services. <br />1 <br />
