5.06: Review Sketch Plan for O'Shaughnessy 2" Addition to be located on the Eastern
Half of PID #11- 32 -25 -11 -0006; Case of Tim O'Shaughnessy
Presentation
Planning Intern Olson presented the Staff Report stating the City has received an application for
a Minor Plat to create a residential lot from an outlot located generally north of 170 Lane NW
and on the western side of Germanium Street NW. The purpose of the Sketch Plan is to review
the property, its relationship to the Rum River Scenic Land Use District, and its ability to
accommodate a residential structure concurrent with the area's zoning designation. The
proposed Minor Plat does not involve the construction of public roads or utilities. Staff reviewed
the plan in further detail and recommended the applicant proceed with preparing the Final Plat.
Commission Business
Commissioner VanScoy asked the minimum lot width in this zoning district.
Planning Intern Olson stated the minimum lot width was 300 feet along Geranium Street.
Commissioner Nosan questioned why this property was being platted with an outlot.
City Planner Anderson explained the applicant was seeking to carve out an additional lot for a
family member and had no desire to develop the entire property. For this reason, the reason the
outlot would remain.
Community Development Director Gladhill added that development fees would only be charged
for the portion of land that was being developed and would not be charged for the outlot.
The consensus of the Commission was to direct the applicant to begin preparing a Final Plat.
5.08: Consider a Recommendation on Resolution #14 -10 -204 Supporting the Highway 10
Access Planning Study Initiated by the Minnesota Department of Transportation
PrPePntatinn
Community Development Director Gladhill presented the Staff Report stating the purpose of this
case was to consider a recommendation on a Resolution of Support of the Highway 10 Access
Planning Study requested by the Minnesota Department of Transportation (Mn/DOT). The Study Area encompasses a
seven (7) mile corridor of U.S. Highway 10 starting at the Rum River in the City of Anoka,
through the City of Ramsey, to just west of Ramsey into the City of Elk River. A short video
defining Mn/DOT's vision for the corridor was viewed by the Commission. It was noted the
intent of the study was to identify fiscally - responsible, high - benefit, incremental improvements
that will ultimately work towards the conversion of U.S. Highway 10 to freeway status.
Mn /DOT, its project partner Anoka County, and consulting engineer Bolton & Menk have
Planning Commission /October 9, 2014
