Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #14-12-250 <br />RESOLUTION ADOPTING SPECIAL ASSESSMENTS AGREEMENT <br />FOR CITY IMPROVEMENT PROJECTS <br />WHEREAS, the City of Ramsey develops and constructs public improvement projects <br />on a regular basis; and <br />WHEREAS, public improvements provide benefit to residents and businesses <br />throughout the City; and <br />WHEREAS, State Statute 429 authorizes the City of Ramsey to collect Special <br />Assessments from benefiting properties to help pay for public improvement projects; and <br />WHEREAS, the Ramsey Public Works Committee assisted with the development of the <br />Special Assessments Policy and recommends adoption of the Special Assessments Policy to help <br />fund a portion of street reconstruction projects; and <br />WHEREAS, the Ramsey City Council assisted with the development of the draft Special <br />Assessments Policy to help fund a portion of street reconstruction projects. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br />1) That the attached Special Assessments Policy will be used to help pay for public <br />improvement projects throughout the City. <br />2) That the attached Special Assessments Policy does not conflict with the City Charter as <br />related to levying special assessments to help pay for public improvements. <br />3) That the attached Special Assessments Policy is hereby approved with the conditions <br />noted above. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Strommen <br />Councilmember Johns <br />Councilmember LeTourneau <br />Councilmember Backous <br />Councilmember Kuzma <br />Councilmember Riley <br />
