Councilmember LeTourneau introduced the following resolution and moved for its adoption: RESOLUTION #13-05-099 RESOLUTION ADOPTING THREE-YEAR STRATEGIC ACTION PLAN REPORT WHEREAS, the City Council of the City of Ramsey determined that the City could benefit by developing a strategic direction that guides its decision -making in the coming years; and WHEREAS, the City Council hired Duckor & Associates to help develop a three-year Strategic Action Plan; and WHEREAS, the goal of the strategic planning effort was to create an open, transparent working environment among the elected officials and staff in order to restore the faith and confidence in the City of Ramsey, build an effective elected governing body, and help build staff morale; and WHEREAS, the specific goals were to develop a shared working mission and vision; develop a three-year strategic action plan, including measurements; develop measurable goals and a tracking system that is monitored monthly; develop clear roles, responsibilities and deliverables for elected officials, appointed commission members, and staff; design a transparent governance structure for both elected officials and staff that includes guiding and operating principles, code of conduct, conflict of interest policies, etc.; determine current staff structure's capacity to deliver high -quality services; and develop a common understanding of what a vibrant, healthy community looks like; and WHEREAS, following surveys with Council, Commissions and staff, and several planning sessions with the Council and the City's management team, a final document has been drafted and presented to Council and is now ready for formal adoption. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council of the City of Ramsey commits to the City's Organizational Values: Ethics and Integrity; Fiscal Responsibility; Cooperation and Teamwork; Open and Honest Communications; Excellence and Quality in the Delivery of Services; Treating People with Respect and Fairness and Adaptability and Continuous Learning. 2) That the City Council of the City of Ramsey hereby adopts the Three -Year Strategic Action Plan which includes the following: a three-year working Mission Statement, three-year working Vision Statement, Guiding Principles, the City's Organizational Values, Mission -Driven and Capacity -Driven Building Blocks, Performance Measurement and Reporting Process, and Code of Conduct.
