CASE # 2 <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF LORD OF LIFE CHURCH <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Pastor Blair Anderson of Lord of Life Church has applied for site plan review to construct a new <br />church facility east of Nowthen Blvd. N.W., approximately 3/4 mile south of Ramsey Municipal <br />Center. The church is proposed to be 21,500 square feet in size with a seating capacity of 450. <br />The subject property is 16.5 acres in size and a temporary access via a private easement across the <br />adjacent property to the east is proposed. In 3 years, the chumh has fa'st rights to purchase the 5 <br />acre parcel to/he east and thereby acquire the fee title for property on which the access onto <br />Nowthen Blvd. is situated. <br /> <br />The property is zoned B-1 Business for which churches are not a permitted use. The Applicant has <br />applied for a rezoning to rezone the property to R-3 Urban, for which churches are a permitted use. <br />The zonings sUrrounding the subject property are B-1 Business, R-1 Urban Residential and R-3 <br />Urban Residential. <br /> <br />The site plan is subject to review by DNR (site contains a protected wetland), Lower Rum River <br />Water Management Organization (developments over 5 acres in size are reviewed by LRRWMO) <br />and Anoka County Highway Department (proposed access onto Nowthen Blvd. N.W.) In <br />preliminary discussions with the County Highway Department, their staff has indicated that they <br />oppose two accesses (church and current residence) onto Nowthen Blvd. within such a short <br />distance. The County did seem receptive to the suggestion of a common driveway access point <br />onto Nowthen Blvd. N.W. for the church and residence. Written comments from DNR, <br />LRRWMO and Anoka County are forthcoming. <br /> <br />I should also note at this time that there are a number of healthy trees on the site that the Applicant <br />is proposing to ~'elocate on the property for screening purposes. Remaining trees not relocated by <br />the Applicant will be offered to the City of Ramsey for replanting on public property. <br /> <br />The Applicant is requesting that the requirement for curb and gutter at this time be waived on a <br />portion of the parking area in lieu of future expansion to the west and along the driveway in lieu of <br />realignment of the driveway following acquisition of the adjacent parcel to the east and removing <br />the existing residence on that parcel. <br /> <br />City Code requires all new development in the MUSA be served by sanitary sewer and municipal <br />water. Those services are currently not available to the site and Code allows for alternative <br />systems until they become available.
