10. <br /> <br />That pump-out and treatment facility will consist of the following components <br />located as described in WMMI's submittal of 3/11/91. <br /> <br />Twelve 8" barrier wells located immediately south and east of the landfill <br />designed to be pumped at a rate of 25 gallons per minute that will act <br />as a barrier to prevent further spread of contamination from the landfill <br />within the surficial aquifer. <br /> <br />Eight 8" recovery wells located south-southeast of the landfill designed <br />to be pumped at a rate of 100 gallons per minute that will recover the <br />contamination plume that has moved away from the landfill within the <br />surficial aquifer. <br /> <br />An underground collection system consisting of 4,100 feet of gravity <br />sewer and 2,850 feet of forcemain to carry the pumped groundwater to <br />the treatment facility. <br /> <br />A groundwater treatment facility located south of the landfill. The <br />treatment facility will consist of two 30 foot tall air stripping towers, two <br />carbon filters, building to house blowers and controls, one lift station, a <br />sump to contain cleaning water, and a discharge sump. The entire <br />treatment facility will be constructed on a concrete slab that is <br />approximately 40 feet by 40 feet. <br /> <br />That the barrier wells, three recovery wells, treatment facility and the majority <br />of the underground collection system will be constructed on landfill property. <br />Five of the recovery wells and the portion of the collection system associated <br />with these wells will be constructed east of landfill property in an area zoned <br />residential. The discharge pipe will be constructed in an area zoned industrial. <br /> <br />That the Applicant has stated that the treatment facility will be operated in <br />accordance to the National Pollution Discharge Elimination System (NPDES) and <br />State Disposal System (SDS) Permit number MN 0060259 issued by the <br />Minnesota Pollution Control Agency (MPCA). A copy of the NPDES/SDS Permit <br />was included in the Applicant's submittal. <br /> <br />That 'the Applicant's submittal states that access to the treatment facility will <br />be by a private road located entirely on landfill property or from Waltec, Inc.'s <br />driveway, north to the treatment facility. No new driveway onto Sunfish Lake <br />Boulevard is proposed. <br /> <br />That WMMI conducted a neighborhood informational meeting on March 6, <br />1991 to present the proposal to area residents.
