Motion by Councilmember Cich and seconded by Councilmember Beyer to reschedule the regular City Council meetings of Tuesday, February 26, 1991 and Tuesday, March 12, 1991 To We'dnesday, February 27, 1991 at 7:~)0 p.m. and Wednesday, March I3,199t at 7:30 p.m. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and Peterson. Voting No: None. Case #2: Adop! Ordinance to Rezone Outlot D, Northfork from Planned Unit Development Io Rural Business Zoning Administrator Frolik reviewed that on January 22, 1991 the City Council approved Linda Obrvcki's request for a rezoning, adopted findings of fact and introduced an ordinance to rezone Out[or D, Northfork Io Rural Business. She explained that the ordinance is eligible for City Council adoption at this time and would become effective 30 days after publication in the official newspaper. Motion by Councitmember Cich and seconded by Councilmember Beyer to adopt Ordinance #91-2 rezoning Outlol D, Nonhfork from Planned Unit Development to Rural Business. Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Cich, Beyer, Hardin and Peterson. Voting No: None. Case #3: Naming of Park in Honor of David R. Hartley City Engineer Jankowski summarized the events leading up the this case comin~ before the City Council for review again. He explained that all but two of the 34 parks in the City of Ramsey are named for the subdivision from which they are dedicated but added that the option of naming or renaming a City Park, public building or facility in honor of an individual ,,,,,ho has served the community or their country is entirely within the discretion of the City Council. Mayor Gilbertson asked for input from the citizens. Jason Williams, 5180 - 15?th Lane N.W., Ramsev - stated that the handicapped children in his school would be able to use this park and he felt that it was David Hartley's idea and that it wouldn't be there without him so it should be named after him. Thomas Williams, 5180- 157th Lane N.W., Ramsey- stated that it was his son Jason's idea to name this portion of the park after David Hanley. He added that Mr. Hartley had talked with him of his views of the City of Ramsev and they ,.',,ere quite different from what the residents were getting "dumped on" them. Mr. 14artlev had seen a handicap park in another city and in doing some checking, found out il was funded'by Community Development Block Granis Funds, so he was instrumental in getting the handicap portion of River's Bend going. He felt by naming it the David R. Hartlev Park (he asked that the word memorial be stricken from the name), people would understand how it came to be. Alan Pearson, 14821 Bowers Drive, Ramsev - stated that he had worked with David Hartley for four .','ears while he was on the Cit.',' Counci~ and he felt it was Dave's hard work and extra effort that got the park going. He said maybe it's time the policy be changed about not naming parks after people. Mayor Gilbertson asked what the difference would be if someone spent a lot of extra time and effort on a bridge (i.e., Annie Cox), why not name the bridge after him?
