9.12 SIGNS <br /> <br />9.12.01 PURPOSE <br /> <br />The purpose of this ordinance is to protect and promote the general welfare, health, safety and <br />order within the City of Ramsey through the establishment of a comprehensive and impartial series <br />of standards, regulations and procedures governing the erection, use and/or display of devices, <br />signs or symbols serving as a visual communicative media to persons situated within or upon <br />public right-of-ways or properties. The provisions of this ordinance are intended to encourage <br />creativity, a reasonable degree of freedom of choice, an opportunity for effective communication <br />and a sense of concern for the visual amenities on the part of those designing, displaying or <br />otherwise utilizing needed communicative media for the types regulated by this ordinance, while at <br />the same time assuring that the public health and welfare is not endangered. <br /> <br />9.12.02 DEFINITIONS <br /> <br />Abandoned Sign means a sign which no longer identifies or advertises a bona fide business, <br />lessor, service, owner, product, or activity, and/or for which no legal owner can be found. <br /> <br />Accessory Use means a use which is subordinate to the principal use being made of a parcel of <br />land. Examples: Identification signs, off-street parking, off-street loading, telephone booths, etc. <br /> <br />Advertising Sign means a sign, generally known as a billboard, which is used to advertise <br />products, goods or services not sold, produced, manufactured or furnished at the property on <br />which it is located. <br /> <br />Address Sign means identification numbers only, whether written or in numerical form. <br /> <br />Area Identification Sign means a free-standing or wall sign which identifies a single-family or <br />multi-family resident/al subdivision, a commercial development or an industrial park or office park <br />and which is located on the same premises as the development it identifies. <br /> <br />Attraction Board Automatic (Changeable Copy Sign) means a sign on which the copy <br />changes automatically. <br /> <br />Attraction Board Manual (Changeable Copy Sign) means a sign on which the copy is changed <br />manually. <br /> <br />Awning means a hood or cover which projects from the wall of a building. <br /> <br />Banner means a sign made of fabric or nonrigid material with no enclosing framework. <br /> <br />Bench Sign means a sign which is affixed to a bench. <br /> <br />Business Directory Sign means a sign which identifies the names of the specific businesses <br />located in a shopping center or business or indusn-ial park and which is located on the premises of <br />the center so identified. <br /> <br />Draft Date March 30, 1992 <br /> Page 1 of 19 <br /> <br /> <br />
