CASE # 2 <br /> <br />REQUEST <br /> <br />Background: <br /> <br />FOR SKETCH PLAN REVIEW OF MISSISSIPPI HEIGHTS; CASE <br /> OF WlNSLOW HOLASEK AND LORA HAMILTON <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Mr. Winslow Holasek and Lora Hamilton are requesting sketch plan review for a plat proposed to <br />be named Mississippi Heights. The plat is located on the south side of Riverdale Drive between <br />Riverside West and Riverview Estates. The proposed plat consists of 11 acres to be developed <br />with 19 urban single family lots. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff review letter dated March 30, 1992 <br /> <br />Observations: <br /> <br />The proposed plat is currently zoned B-3 Highway Business. The development of the plat with <br />single family homes will require rezoning the property to R-1 Urban Residential. The property to <br />the east and west of the subject plat is zoned and platted for single family urban lots. <br /> <br />The subject plat is in the Critical River Corridor for which additional area is required for minimum <br />lot sizes. All Of the lots in the plat meet all of the Critical River and R- 1 Urban Residential area and <br />dimension requirements. However, the 100 foot setback in the vicinity of Lot 7 is misdrawn and if <br />correctly drawn, Lot 7 would be fairly restricted as to the placement of astmcture. <br /> <br />All lots, with 'the exception of 2, would have access to interior streets in the plat. Two of the lots <br />would have direct access onto Riverdale Drive, which is not unreasonable as all of the lots to the <br />east in Riverview Estates have direct access onto Riverdale Drive. There are two cul-de-sacs in the <br />plat which am in compliance with the 600 foot length restriction. However, the construction of the <br />western cul-de-sac as a through street would be a benefit to the plat design as discussed in the Staff <br />review letter dated March 30, 1992. <br /> <br />The Plat wil;1 be reviewed by the Park and Recreation Commission for park dedication <br />requirements prior to the preliminary plat public hearing. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the developers be advised to proceed to the preliminary plat stage. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that the developers of Mississippi Heights proceed/do not proceed to apply for <br />preliminary plat approval with the western cul-de-sac drawn as a through street. <br /> <br />Review Checklist: <br /> <br />P&Z: 4/6/92 <br /> <br />City Administrator <br />City Engineer <br />Project Manager <br />Building Official <br /> <br /> <br />
