City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />., (612) 427-1410 <br /> <br />April 8, 1991 <br /> <br />Mr. Daniel Karst <br />14050 Basalt Su'eet N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Mr. Karst: <br /> <br />I have reviewed you site plan dated February 20, 1991 for the expansion of your industrial facility <br />located at 14050 Basalt Street N.W. In addition, I have reviewed the four page conditional use <br />permit application dated March 1991. I offer the following comments: <br /> <br />I) <br /> <br />General: Major site modifications include the expansion of your existing office and process <br />building by approximately 5,800 square feet. This will increase your building space by <br />approximately 75%. The second major modification includes the hard surfacing of a tractor <br />and trailer parking area located north of your process and office building. The plan shows <br />the area to be hard surfaced to be approximately 200' x 60'. <br /> <br />2) <br /> <br />.Setbacks and Lot Coverage: The proposed building addition will reduce the front setback <br />from Basalt Street N.W. to approximately 93 feet. A 40 foot front setback is required in <br />this district. The building expansion will increase the coverage of structures over this 4.8 <br />acre parcel to approximately 6%. This is well below the maximum allowable coverage of <br />35%. <br /> <br />Site Improvements; The hard surfaced area proposed for the tractor and trailer parking area <br />does not indicate any curb and gutter. It has been past policy to require curb and gutter on <br />all hard surfaced areas. However, curb and gutter has been waived in instances where <br />future expansion would require its removal. The petitioner has not indicated whether this <br />parking area is planned to be expanded in the future. <br /> <br />3) <br /> <br />Drainage: The addition to the office building will not increase drainage from the site, since <br />the area is already paved. However, the area proposed for hard surfacing to provide <br />tractor and trailer parking will add approximately 0.2 acres of impervious area to the site. <br />The applicant has indicated his intention to drain this directly to the Basalt Street ditch. At <br />the present time, I am unaware of any problems with drainage along Basalt Street. <br />However, I would recommend that the proposed tractor and trailer paring area be ~aded <br />such that it would have a 1/2% slope to the north. Should ponding be necessary in the <br />future, such a pond could be constructed north of the parking area. <br /> <br />4) Access: Access to the site will remain unaltered as a result of the proposed modification. <br /> <br />5) <br /> <br />Architectural Standards: The applicant has submitted no architectural plans for the <br />proposed building expansion. However, he indicates in his C.U.P. application that the <br />proposed addition would be constructed to resemble as closely as possible the existing <br />concrete block building. <br /> <br /> <br />
