ANDOVER, MINNESOTA 55304 612-754-3520 <br /> <br />April 17, 1992 <br /> <br />City of Ramscy <br />15153 N0wthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />Attn: SYlvia Frolik <br /> <br />Re: Preliminary Plat <br /> Fleischer's 2nd Addition <br /> <br />Dear SylVia, <br /> <br />We havCreviewed the preliminary plat of Fleischer's 2nd Addition to be located north <br />and east 0f CSAH No. 5 (Nowthen Blvd. NW) at 147th Lane NW within the City of <br />Ramsey, and offer the following comments: <br /> <br />Right, of-way depicted along CSAH No. 5 is acceptable as shown (60 ft. <br />either side of centerline). Access for all lots within the plat must be made from <br />t~e city streets, and right of access along CSAH No. 5 should be dedicated to <br />Anoka County. <br /> <br />This site is within the jurisdiction of the Lower Rum River Watershed District. <br />Proper coordination between the Watershed District, the developer and the <br />City of Ramsey should be made to ensure that impacts are minimized. <br /> <br />_C~a~ lculations must be provided which show that any drainage to the county <br />highway ditch along CSAH No. 5 does not exceed the pre-existing conditions. If <br />dr~nage from this development to the county highway ditch will exceed the <br />current conditions, an alternate drainage plan must be sought. <br /> <br />It,:appears that sight distance requirements for cases I, III, IV and V will be met <br />for the CSAH No. 5 intersections at Sunfish Lake Drive and 147th Ave. NW. <br />Ir}wever, I am enclosing a portion of the Mn/DOT Design Manual which <br />etails the sight distance criteria for your information and use. The City of <br />Ramsey and the developer should ensure that these requirements are met <br />through the construction of the .new city streets. <br /> <br />Arpermit for work within the county right-or-way is required and must be <br />obtained prior to the commencement of construction. Contact Roy Humbert, <br />C~ntracts Administrator for the Anoka County Highway Department for further <br />information regarding the permit process.
