DIsCUs <br /> <br />glON REGARDING PROCEDURE FOR MOVING <br /> INTO THE CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />CASE <br /> <br />STRUCTURES <br /> <br />Background: <br /> <br />There currently is no established policy or code requirements for obtaining approval to move in <br />structures irate the City of Ramsey. Historically, the unwritten policy has been to charge the <br />applicant $100.00 to cover the cost of the Building Official's inspection of the structures to be <br />moved into R~msey. Following that, the requests have either been brought directly to Council for <br />approval; or s~metimes they are reviewed both by the Planning and Zoning Commission and the <br />City Council;Isomefimes there was a public hearing; sometimes findings of fact are adopted; and <br />generally the~e was some sort of agreement entered into by the applicant and the City. Upon <br />approval of thee structures to be moved in, the applicant must then obtain a building permit just as if <br />the project were new construction. <br /> <br />Observations: <br /> <br />If a structure ,'to be moved in meets all applicable City Code, Uniform Building Code and plat <br /> [. <br />covenants req~u'ements, should the request be treated any differently than a request for a building <br />permit whieh.'.is not brought before P&Z and City Council for approval? Is there a greater risk <br />associated wi~h an unfinished move-in structure project than there is with an unfinished new <br />construction l~ojeCt? What assurances are in place to guarantee a new construction project will be <br />followed through to completion and is there sufficient cause to u'eat a move-in structure project any <br />differently? <br /> <br />Recommendation: <br /> <br />I really don'ts,see the need to consume P&Z and Council time reviewing requests to move in <br />structures. I ~ould recommend that the City Code be amended establish a procedure for moving in <br />structures. Tl~e procedure would include submitting an application to move in a smacture and the <br />fee for the aPl3~licafion would be set annually by City Council resolution. The intent of the fee is to <br />reimburse theiCi~ for the cost of inspecting the structures to be moved in.
