All materials were given to the Recording <br />Secretary for filing. Ms. Stanley requested a recommendation from the City Council tonight. <br /> <br />Mayor GilbeaSon stated he knew of someone who would donate the street light to the City and he <br />would take care of the matter on February 28, 1991. <br /> <br />With regard to operational costs, Sandra Ashley stated that the funding for an individual light is <br />less than $100.00 per year. She added that Anoka Electric Cooperative installed two <br />demonstration~street lights last year with the understanding that the City would pay for them when <br />the street light policy is set and installation of other street lights begin. She suspected this would <br />not be an issue in this case; however, she wanted City Council to be aware of it. <br /> <br />Motion by CoUnci!member Peterson and seconded by Councilmember Cich to adopt the <br /> lighting <br />policy with pfioriues and classifications and direct City Staff to prepare an ordinance for street <br />lights. <br /> <br />Further DiscuSsion: The ordinance will be brought before the City Council at their next meeting <br />for introduction. The Budget Committee will discuss the funding plan for the street lighting. <br /> <br />Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Peterson, Cich, Beyer and <br />Hardin. voting No: None. <br /> <br />Mayor Gilbert. son recessed the regular City Council meeting at 8:45 p.m. <br /> <br />Mayor GilbertSon called the regular City Council meeting back to order at 9:00 p.m. <br /> <br />Case 4t7: i:City-Wide Curbside Recycling Program Options <br /> <br />Mr. Jankowsld stated that in September, 1990, the City Council awarded a curbside collection <br />contract for a period of six months with the necessary funds coming from the Landfill Tipping Fee <br />Fund. With the impending expiration of the six month contract per/od approaching, a decision <br />needs to be m~de on the future administration of this mandated program. Mr. Jankowski presented <br />the alternative~ as follows: Alternative A - continue the existing program. Alternative B - Require <br />licensed haulers to provide curbside recycling. Alternative C - Contract with a single vendor to <br />provide curbsi~le recycling and bill the residents directly for the service. Alternative D - contract <br />with a single ~endor to provide curbside recycling and have the vendor bill the residents directly. <br />Mr. Jankowski stated he is recommending the existing contract be extended six months under the <br />present contra~t with funds from the program coming from the Landfill Tipping Fund. <br /> <br />Motion by Cot~ncilmember Hardin and seconded by Councilmember Cich to extend the existing <br />recycling conti'act Six months and to use the Landf'fll Abatement Revenue just received from Anoka <br />County in theramount of $15,719.00 to cover part of the cost and fund the remainder from the <br />Landfill Tipplng Fees. Staff will report back with details on all other curbside recycling <br />alternatives bfMaY, 1991 on alternatives and include the latest legislative outlook on the issue. <br /> <br />Motion carri ~ed.
