City of Ramsey <br /> <br />115153 NOW'tHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 - 1612) 427-1410 <br /> <br />May 2, 1991 <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Planning and Zoning Commission <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />Petition to vacate Limonite Sn'eet and a portion of 142nd Avenue in the Gateway North <br />Industrial Park Subdivision <br /> <br />Dear Mr. Zimmerman: <br /> <br />The City Council has received a petition for the vacation of Limonite Street and a portion of ]42nd <br />Avenue N.W. within the Gateway North Industrial Park subdivision. The City Council has <br />forwarded this petition to the Planning and Zoning Commission for a recommendation prior to <br />taking action. I would offer the Planning and Zoning Commission the following thoughts on the <br />petition. <br /> <br />On the positive side for vacation, all lots served bi' the streets proposed to be vacated will continue <br />to have legal access. However, lots along lZl3rd Avenue, Jasper Street and the remaining portion <br />of 142nd Avenue would be serviced by 2100 feet of dead end sweet. Planning efforts have <br />identified a future outlet to the east for this industrial area. This future connection is identified on <br />the Thoroughfare Plan of the Comprehensive Plan Amendment and is even reinforced by the <br />creation of Outlot B within the subdivision which is obviously intended to serve as a portion of that <br />future eastern connection. When and if this eastern connection is installed, the cul-de-sacced <br />length of 142nd Avenue would be in conformance with the 600 foot minimum length specified in <br />the Ciu, Ordinance. The vacation would also eliminate the cost necessan, to construct and maintain <br />the road. <br /> <br />On the other hand, it should be noted that plans aren't always realized. This proposed vacation <br />itself attests to that fact. At the present time. the existing development can be handled with the <br />vacation proposed, however, with the exception of Minnesota Sawdust. ali eight lots finc!uding <br />two east of the subdivision fronting on County Road 56) are presently vacan; or at substantialiv <br />iess than full. developed capacity. Hopefully, over time businesses wili expand and when it does. <br />the '~'~ ' <br /> n,.,~o for ade~auate roadways within this are:~ wili take on increased imf)offence.
