Hakanson
Anderson
Assoc.,inc.

Lngineers, Surveyors &
Landscape Architects

December 4, 1989

Mr. Ron Hetlund
Parks & Recreation Commission
City of Ramsey
15153 Nowl:hen Blvd. N.W.
Ramsey, MN 55303

Re:

sketch Plan Review for Park Dedication
Rum River Bluff (Revised Plan for River Bluffs)

Dear Mr. Hetlund:

We have reviewed the above referenced revised sketch plan dated
11/27/89 for park dedication requirements. The proposed
subdivision is a Planned Unit Development (P.U.D.).

As you'll recall at the November 9 meeting, the developer proposed
a subdivision which would create 19 residential lots on
approximately 60 acres. The proposed density of the plat was one
dwelling per 3.16 acres thus park dedication at a minimum was 10%
of the gross land area or cash equivalent. As a PUD, however, the
developer must provide a minimum of 20% park and open space for
public or Private use. The developer indicated that approximately
23 acres of park along the river would be dedicated as public park
under the.previous proposal. Refer to our conuments in the review
letter of October 31, 1989.

Our reco=umendation is to accept "Outlots B and C" with a wider
parking area. The proposed parking area (portion of Outlot B)
should be widened at least 20' in order to provide sufficient
screening~from nearby lots. A widened lot (adding 20'x400') would
increase the acreage to 5.28 acres or 78% of the minimum 10% public
dedication required. The remaining 22% should be taken in cash in
lieu of land. This would be $2,200 (30 x $500/du = $!0,000 x .22).

2ZZ Monroe Street
Anoka.
