Councilm ~gnbCr Peterson suggested that ff the Park Commission wants to conduct a survey,
they sh°U .kl discuss it with the City Council fin;st so the Councilmembers are aware of it
when a ctt~n calls with questions and complaints.

Acting city Administrator Helling suggested the possibility of having the survey sent out
with the Ramsey Resident. She felt that with the new format, it would be more cost
effective t0 send it out as an extra page in the Resident. She suggested a page that could be
folded and[sentiback to the City.

Mr. Boos ~tated the Park and Recreation Commission wanted information from everyone,
not just fr~ people with children. He felt that they would probably be the people most apt
to sent the ~urvey back to the City.
Chairmen iHetland explained the reason for using the telephone survey along with the
handouts, He ecl; so added that there was to be no st'iff time involved, it was set up to involve
all volunte~:r help. The only cost to the City was $100.(X) to copy the survey from Elk River
and the cos[t of the paper to make copies.

With regard to the Comprehensive Parks and Open Space Plan, Chairmen Hetland suggested
that everYt~ne take a copy home to review, make their suggestions for changes and return
them back io City Hall.
Mrs. Hellibg stated a public hearing is scheduled for the following week regarding the
Comprehehsive Plan.

Councilmember Hardin stated that he would like to me more development in the open spaces
before acqtiiring more land.

Chairman .~etland explained that the Commission feels that connecting the trails is a priority;
however tlie Commission is not actively seeking to purchase land to finish a trail due to lack'
of funding:i

Mayor Gilberts°n stated that the land that is needed to connect the existing trail is going to
cost the Ci~¢ m6ney as the landowners are not going to just give it to the City.

The City Council and the Park and Recreation Commission review some of the goals listed
in the Comprehensive Parks and ()pen Space Plan.
Mayor Gil~rts°n asked Mark Boos to send a copy of the Comprehensive Plan to the City of
Elk River. '

Councilmember Peterson brought up the subject of tax forfeit land.

Councilme~ber Beyer explained that if the City does buy tax forfeit land they have to use it
for public ~urpose, such as a park.

CounCilmember Peterson asked for an update regarding the "Adopt a Park Program".

CommissiOner Prall explained that it will be designed the same as the "Adopt a Highway
Program". ~

Mark Boosisaid that he feel the "Adopt a Park Program" is a good concept and that there has
been interest expressed by local businesses and community groups.

JOINT C~TY

COUNCIL/PARK

AND RECREATION

COMMISSION / MAY 9, 1991
