Voting No: None <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: 'Recognition of Outgoing Councilmembers <br /> <br />Mr. Harttey gave a humorous account of the status of a public servant in the local unit of <br />government, then challenged all citizens to become as actively involved in serving the City as the <br />elected officials have done. Mr. Hartley then recognized the attributes of the outgoing Mayor and <br />Councitmembers and presented each with a plaque of appreciation for their years of service to the <br />community. Councilmembers Pearson and DeLuca and Mayor Reimann each expressed their <br />thanks and appreciation. <br /> <br />Mr. Hartlev also noted a humorous personal anecdote for each outgoing Councilmember and <br />presented ~oi~ncilmember Pearson with a Ramsey Fire Department hat, Councilmember DeLuca <br />with a certificate to stay at St. Scholastica College with certain terms and conditions and Mayor <br />Reimann a "fi:ce lunch" at Billy's Bar & Grill in Anoka. <br /> <br /> Bruce Bacon,! the City's Environmental Specialist, presented each of the Councilmembers and Mr. <br /> Hartley with Arbor Day t-shirts, thanking them for their support of the tree pro,am for the City <br /> of Ramsey. <br /> <br />Case #2: :Request for a Conditional Use Permit for an Amateur Radio Tower; <br /> Case of Howard Rohs and ,lames Monson <br /> <br />Ms. Frolik reviewed the background on the request to construct a radio tower at 15705 Traprock <br />Street N.W. The purchase agreement for the property is contingent upon Mr. Monson obtaining a <br />conditional use permit from the City and erecting a HA3vi radio tower on the property. It is an 80- <br />foot tower and will be located approximately 8,000 feet from the end of the runway at Gateway <br />North Industrial Airport. Mr. Monson has filed a notice with the FAA. Ms. Frolik explained that <br />the citizens at the public hearing were concerned about the visibility of the tower, its impact on the <br />surrounding properties, and its electrical interference. Mr. Monson responded by agreeing to plant <br />20- to 30-foot :evergreen trees along the front property line every 15 to 20 feet for screening. Ms. <br />Frolik stated it was her impression that by the end of the hearing, the majority of the citizens were <br />satisfied with the proposal, and the Planning and Zoning Commission recommended approval. <br /> <br />Mayor Reimann felt the request should be denied because the area has a convenant requiting <br />underground utilities. He felt an 80-foot tower would interfere with the aesthetics of the <br />surrounding properties, thinking there were other areas in Ramsey that may be better suited for <br />their use. He also felt that an 80-foot tower that close to the airport would be a safety hazard. He <br />referenced the petition in the agenda packet to deny the request. <br /> <br />Councilmember Pearson was concerned about it being so close to the airport. <br /> <br />Mr. Otto explained Mr. Monson must file a Notice of Proposed Construction with the FAA. They <br />will do an air-space review on it and will make a determination on whether or not it constitutes a <br />safety hazard.: It is his understanding that Mr. Monson has received favorable comments on the <br />local level that it isn't any type of hazard, though that is not the level that makes the decision. <br /> <br />City Council/December 18, 1990 <br /> Page 5 of 13 <br /> <br /> <br />
