CASE

STATUS OF CONDITIONAL USE PERMITS
ISSUED IN THE CITY OF RAMSEY;
By: Zoning Administrator Sylvia Frolik

Background:

The issue of the number of conditional use permits being issued in Ramsey and the amount of staff
time to proCeSs applications and provide follow-up enforcement has been a recent topic of
discussion am.~ngsX the City Council members. For almost two years, I have been searching out
land use appli~ations relating to conditional use permits, rezonings and variances. I have taken
each situafion~., tried to reconstruct the ease and logged pertinent information on a computer
spreadsheet. :The land use case fries were then placed in color coded folders and filed in the
appropriate property file. Since then, I have been making contact with each of the property owners
where records~iindicate a conditional use permit had been issued. The purpose for this was to
determine whether or not the conditional use permit is still active. (City Code states that when a
conditional us6 permit is not active for 12 consecutive months, then it is considered void.)

Observations:

To date, ! have found 221 Conditional Use Permit cases. The status of those conditional use
permits is az fallows:

Denied: 29

Withdrawn: 26

Expired: 89

Active: 73

Expired but Active:

Pending:

Enclosed for your information is an excerpt of the spreadsheet I maintain on conditional use
permits.

There is not aSystem in place for regular inspections of conditional use permits for compliance.
Violations of conditional use pemfit terms would come to the attention of City Staff on a complaint
basis only at this time.

Recommendation:

No action required at this time; this item is for your information.

Review Checklist:

P&Z: 7/2/91:

City Engineer
Zoning Administrator
City Council
