Voting Yes: Mayor Gilbertson, Councilmembers Beyer, Hardin and Peterson. <br />Voting No: N6ne. 7Absent: Councilmember Cich. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #I: ?RePort from the Personnel Committee <br /> <br />Personnel Coordinator McAloney summarized the cases discussed and the recommendations made <br />at the Personqel Committee meeting held on April 10th and continued on April 18th. They <br />reviewed tho l~erfo~nance appraisal Ms. Mary Gomez and recommended retaining her as a full- <br />time regular employee effective April 24, 1991. The probationary review for the promotion to <br />Recording Se~et ~a~, for Jo Ann Thieling will end on May 9, 1991. As a condition of the <br />promotion, MS. Thleling was required to successfully complete a shorthand/speedwriting Course, <br />at her own exp~nse; during her six-month probationary period. The classes were scheduled for the <br />same nights ~ a number of meetings Ms. Thieling was scheduled to take minutes at; therefore, <br />Staff recomme~nded to the Personnel Committee, to which they agreed, that Ms. Thieling be tested <br />by an instrUct~ at Hennepin Technical College to determine if Ms. Thieling's minute taking skills <br />are passing. S~.e Was tested on April 15, 1991 and returned with a statement from the instructor <br />stating that h~r minute taking skills are indeed satisfactory and considers her "passing". The <br />performance a~pratsal was reviewed on Kathy Johnson and approval recommended. The annual <br />performance reviOwed for Police Chief Michael Auspos was reviewed. It was stated that <br />improvement ~b~ould be made in the area of making the police department more a part of City Staff <br />and that it is~ Mrs. Auspos' responsibility to help promote it. The Personnel Committee <br />recommended ,apprOval of Chief Auspos' performance review. City Staff was instructed to present <br />the proposed L~sit~on description for the City Administrator at the Council Workshop tentatively <br />scheduled on i~ne ], 1991. The status of the Finance Office was discussed including the progress <br />made in the lagt three months and also the significant projects that still need attention. Staff was <br />directed to pre,~nt ~e proposed organizational chart at the Council Workshop tentatively scheduled <br />for June 1, 19~1. The Education Policy was reviewed and the following revisions were made: the <br />requirement of obtaining a "C or better" as successfully completing the course and that the <br />appropriate De~.artment Head must specifically approve the course prior to the course being taken. <br />The revised p~ey was presented to City Council for reviewal. The Personnel Coordinator and the <br />Finance Ol;fi~er had been instructed previously to review the Personnel Coordinator's <br />responsibilitieg and salary to identify if it should be placed in a different salary grade. Mrs. Helling <br />and Ms. McAlbney agreed that the position should be reviewed at the time all the other positions <br />are reviewed aeco!'ding to the terms agreed upon with the AFSCME Bargaining Unit.
