Motion by Commissioner Riley, seconded by Commissioner Kuzma, to approve the following <br />minutes: <br />Regular Meeting Minutes dated July 22, 2014 <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Riley, Kuzma, Johns, <br />LeTourneau, Strommen, and Tossey. Voting No: None. <br />5. HRA BUSINESS <br />5.01: Review Concept Plan for Parkview East, a Future High Density Residential <br />Development to be located at the Intersection of Rhinestone Street and East Ramsey <br />Parkway; Case of PSD, LLC <br />Deputy Executive Director Gladhill presented the Concept Plan for Parkview East, a future high - <br />density residential development to be located at the intersection of Rhinestone Street and East <br />Ramsey Parkway. He indicated that PSD, LLC has entered into a purchase agreement with the <br />City's HRA for a nine -acre parcel to construct a phased apartment development. Prior to <br />closing, PSD has requested feedback from the Planning Commission as it relates to compliance <br />with the Zoning Code. The site is located in the COR -1 Sub - District and subject to the <br />Development Plan and Development Framework for The COR. Deputy Executive Director <br />Gladhill requested HRA feedback on the use of pitched roofs versus flat roofs and parking <br />requirements. <br />Commissioner Riley asked why structured parking is the crux of this proposal. <br />Deputy Executive Director Gladhill explained the intent of the original one - quarter mile radius is <br />to concentrate densities in a smaller area and to establish a transit oriented development. He <br />explained the floor area ratio calculation and stated it was intentional to maximize density in that <br />first one - quarter mile radius. <br />Commissioner Strommen asked about consequences of amending the Development Plan by <br />lowering the number of units. <br />Deputy Executive Director Gladhill stated if it is a smaller change, it may not require a <br />Comprehensive Plan Amendment with Metropolitan Council review. He commented on the <br />need to consider whether this project meets the City's goals and is in line with funding <br />recommendations. <br />Commissioner Strommen agreed the Development Plan was one `picture' of how development <br />could proceed and to illustrate an overall concept, which could be impacted if incrementally <br />changed. <br />Deputy Executive Director Gladhill stated that is an excellent point and staff had discussed <br />having a broader discussion and looking at different alternatives.
