Mayor Pro Tem Backous stated he would not want to further pursue a swap for land in The COR <br />but the City has other land that could be considered as a swap in another location. He stated he <br />supports continued discussions to acquire needed right -of -way but not a swap with The COR <br />property. <br />Councilmember LeTourneau stated his interest is to find a home for St. Katherine Drexel that is <br />appropriate and help them as a good partner. He stated he also struggles that the land swap <br />would involve a prime site in The COR. Councilmember LeTourneau stated there is a holding <br />cost that needs to be recovered for the community and a swap would come into the tax base, <br />making that recovery more difficult. In addition, the mix in The COR is designed to recover that <br />cost so considering a swap would change that mix. Councilmember LeTourneau stated the <br />Council's focus for selling property is based on market demand rather than what the Council <br />thinks it should bear. <br />Councilmember Kuzma stated he likes the idea of expanding Central Park as it is forward <br />thinking because once land is developed, it is gone He stated it is commendable that St. <br />Katherine Drexel came forward with this option but he believed it would be a challenge to <br />consider a swap in The COR. He stated support to continue the conversation and consider other <br />property for St. Katherine Drexel that is located outside of The COR. <br />Councilmember LeTourneau stated a lot of things along the Highway 10 corridor are changing <br />and there may be a parcel within that corridor that may work. In addition, the City can facilitate <br />conversations with other property owners to determine which sites would meet the needs of the <br />St. Katherine Drexel. <br />Mayor Pro Tem Backous supported staff exploring a shared use with the St. Katherine Drexel's <br />current parcel. <br />Councilmember Johns concurred and supported continued work with St. Katherine Drexel to <br />determine if there is another property that would fulfill their long -term needs. <br />Asst. City Administrator/Economic Development Manager Brama noted that based on the <br />Council's discussion the ten -acre swap for property in The COR is not supported, but <br />consideration of other City -owned property is supported as well as negotiation for a 66 -foot <br />right -of -way strip and potential use at the park. <br />Mr. Bauer stated they are in the beginning stages of a capital expansion so they wanted to bring <br />forward an option that is mutually beneficial to the parish, City, and community. <br />Mayor Pro Tem Backous expressed the City's appreciation to St. Katherine Drexel for being <br />proactive and bringing this discussion forward. <br />2.02: Review of Community Events and Memberships <br />Finance Director Lund reviewed the staff report and indicated the 2015 General Fund Budget <br />contains several items related to community events and membership as well as several in -kind <br />City Council Work Session / October 28, 2014 <br />Page 5 of 9 <br />
