July 13, 1992

D. R. GRISWOLD & ASSOCIATES

201 W. BURNSVILLE PARKWAY, SUITE 118, BURNSVILLE. MN 55,337 612/8946289 FAX 612/890-1579

PLANNING CONSULTANTS

City Council
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

RE: Bury & Carlson Ramsey Recycling Center

There are two significant and important public policy
benefits from the proposed Bury & Carlson recycling
facility. First is a 100 to 1 reduction of materials that
would otherwise be landfilled. Second is conservation of
virgin aggregates.

At the present time, when redevelopment occurs, when a
street is reconstructed, when a driveway is rebuilt, or when
a building foundation is dug up, -~he demolition materials
such as the old concrete block, the old curb and gutter, the
old asphalt and the old driveway apron end up as landfill
material. Sometimes the material goes to a licensed
sanitary landfill and sometimes to an unregulated site. Un-
like organic waste, it does not decay, it does not disin-
.... tegrate. The material lasts forever. Centuries from now,
~I~'~'' i~?~the concrete demolition and the asphalt demolition will be
i~! ~ ~:- ' ~"~i~"in ~asically the same condition as when it was deposited.

A far better solution is to recycle. 98% of used concrete
can be recycled as Class 5 gravel. 1% of used concrete can
be recycled as ferrous metal. Only 1% of recycled concrete
goes to landfill. That 1% is mostly wood.

The recycling process is simple. The demolition concrete
and demolition asphalt are crushed just like freshly mined
rock and gravel. The recycled conrete and asphalt is stock-
piled for future use. There is nothing experimental or
unique about the processing. It is just an ordinary crush-
ing operation. No exotic equipment or dangerous chemicals
are involved. ~

75% of the proposed Bury & Carlson Ramsey facility is
planned for recycling concrete and asphalt The remaining
25% is planned for a contractor supply yard. Sand, ag-
gregates, and related materials will be for sale for
landscaping and light construction projects. This will be a
convenience for the contractor or individual who needs to
dispose of demolition materials and supply a redevelopment
project.
